Le soutien aux actions de coopération
L’AP-HP promeut la coopération hospitalière telle qu’inscrit dans la loi hospitalière de 1991. Porteuse de valeurs d’échanges et de solidarité à l’échelle mondiale, les projets de coopérations hospitaliers sont aussi des occasions formidables pour les équipes de l’AP-HP de se confronter à des contextes différents et d’apporter leur expertise au cours de séjours toujours très valorisants.
La DRI soutient des projets de coopération souvent à l’initiative des équipes médicales grâce à trois grands mécanismes financiers :
L’appel à projet de la DGOS qui permet de distribuer 1 million d’euros à l’ensemble des hôpitaux français (MIGAC). L’ensemble des thématiques médicales, paramédicales et de gestion sont éligibles, exception faite des thématiques de recherche clinique. Les montants octroyés sont généralement compris entre 5 000 et 15 000 euros par projet. L’AP-HP selon les années se voit attribuer entre 150 et 200 000 euros pour une vingtaine de projets.
Les projets financés en 2017 concernent:
• Les échanges de bonnes pratiques en psychiatrie entre le CHU Vaudois en Suisse et l’hôpital Corentin Celton.
• Les échanges professionnels en oncologie entre l’hôpital de Vojvodine en Serbie et l’hôpital Tenon.
• L’orthopédie et la rééducation à Krasnoïarsk en Russie.
• Le renforcement des compétences en management et la gestion des risques à l’hôpital de Mirebalais à Haïti.
• L’Echange de bonnes pratiques en radiologie pédiatrique et périnatale entre l’hôpital de Buenos Aires et l’hôpital Bicêtre.
• L’obstétrique et la pédiatrie à Nazareth, en Israël.
• La psychiatrie de l'enfant et de l'adolescent à l’hôtel Dieu Beyrouth, au Liban.
• La médecine d'urgence et les maladies infectieuses en Iran.
• La formation à la médecine d'urgence à Pondichéry, en Inde.
• La formation à la médecine d’urgence, aux infections nosocomiales, et au management hospitalier en Chine.
• La formation à la chirurgie ambulatoire en gynécologie-obstétrique à l’hôpital Ho Chi Minh Ville, au Vietnam.
• La prise en charge de carcinomes hépatocellulaires au Cambodge.
• Le renforcement du service d'infectiologie à Vientiane au Laos.
• La prise en charge du VIH et des hépatites à l’hôpital El Kettar d’Alger, en Algérie.
• La transplantation hépatique chez l'enfant à l’hôpital de Monastir en Tunisie.
• La chirurgie Maxillo-faciale au CHU Le Dantec à Dakar.
• La tuberculose et les hépatites à Niamey au Niger.
• Le soutien à la prise en charge des IST et des violences faites aux femmes à l’hôpital de Panzi en RDC.
• La santé mère enfant et les urgences aux CHU de Lomé et de Kara au Togo.
• La réanimation soins intensifs à l’hôpital de Douala au Cameroun.
• La prise en charge de la drépanocytose au CHU de Brazzaville au Congo.
• Des échanges en génétique entre le CHU de Cocody en Côte d’Ivoire et l’hôpital robert Debré.
- l’Agence française de développement et la FHF lancent également tous les 3 ans un appel à projet pour des projets ciblés actuellement sur la santé de la mère et de l’enfant et sur des zones géographiques particulières (Afrique de l’ouest et Maghreb) et l’AP-HP a actuellement reçu des financements pour 6 projets dans ce cadre, pour travailler avec :
• Le Centre hospitalier régional d’Atakpamé, au Togo.
• Le Centre hospitalier national de Nouakchott, en Mauritanie.
• Le Yangon Children Hospital, en Birmanie.
• Le Mandalay General Hospital, en Birmanie.
• L’hôpital privé de Tokombéré, au Cameroun.
• L’hôpital universitaire de Mirebalais (HUM), en Haïti.
- Expertise France, nouvelle agence de l’état responsable de la mobilisation de l’expertise publique répond a des commandes publiques notamment du ministère de la santé et fait appel à l’expertise AP-HP pour un projet anti-tabac au Burkina Faso (avec l’hôpital Antoine Béclère), des projets mère-enfant MUSKOKA au Tchad (avec les hôpitaux Lariboisière et Cochin), et un projet sur le VIH au Népal (avec l’hôpital Saint louis).
- Enfin, les partenariats institutionnels qui s’inscrivent dans la durée peuvent donner lieu à la signature d’accords-cadres. En 2017, l’AP-HP en a signé des accords-cadres avec :

• L’hôpital Gaslimi, en Italie
• Le ministère de la santé de Roumanie pour un soutien aux hôpitaux de Bucarest
• L’hôpital de Yale pour des stages de médecins en Neurologie, aux USA
En Russie et en Asie :
• L’hôpital de Krasnoïarsk, en Sibérie
• Pékin (UBMC et le Bureau municipal de Santé); Shanghai (6 hôpitaux affiliés à l’Université Jiao Tong et le Bureau municipal de Santé); Suzhou (2 hôpitaux) et Canton (Hôpital Mère-Enfant), en Chine
• L’hôpital public de Pondichéry en Inde (JIPMER)
• La municipalité d’Hanoi au Vietnam pour l’ensemble des hôpitaux municipaux
• L’hôpital khméro-soviétique de Phnom Penh, au Cambodge
Au Proche et au Moyen orient :
• Le complexe hospitalier d’El Galaa, en Egypte
• L’hôpital de l’Hôtel-Dieu de Beyrouth, au Liban

Support for cooperation actions
The Greater Paris University Hospitals (AP-HP) promotes hospital cooperation as set out in the Hospital Act of 1991. Hospitality cooperation projects are also a valuable opportunity for AP-HP teams to share their experiences in different contexts and provide expertise during rewarding visits.
The Delegation for International Relations therefore supports cooperation projects often initiated by medical teams through three main financial mechanisms:
The DGOS call for projects to distribute 1 million € throughout France (MIGAC). All medical, paramedical and management subjects are eligible, with the exception of clinical research themes. The amounts granted are generally between 5 000 and 15 000 € per project. The AP-HP is allocated between 150 and 200 000 euros for about 20 projects per year.

• Exchange of good practice in psychiatry between the Swiss Vaud CHU and the Corentin Celton Hospital.
• Professional exchanges in oncology between the Vojvodina hospital in Serbia and the Tenon hospital.
• Orthopedics and rehabilitation in Krasnoyarsk, Russia.
• Reinforcing management skills and risk management at the Mirebalais hospital in Haiti.
• Exchange of good practice in pediatric and perinatal radiology between the hospital of Buenos Aires and the Bicetre hospital.
• Obstetrics and pediatrics in Nazareth, Israel.
• Child and teenager psychiatry at Hotel Dieu Beirut, Lebanon.
• Emergency medicine and infectious diseases in Iran.
• Emergency medicine training in Pondicherry, India.
• Emergency medicine, nosocomial infections, and hospital management training in China.
• Ambulatory surgery training in gynecology and obstetrics at Ho Chi Minh City Hospital, Vietnam.
• The management of hepatocellular carcinomas in Cambodia.
• Reinforcing the infectious disease service in Vientiane, Laos.
• The management of HIV and hepatitis at the El Kettar Hospital in Algiers, Algeria.
• Hepatic transplantation in children at the Monastir hospital in Tunisia.
• Maxillofacial surgery at the Dantec University Hospital in Dakar.
• Tuberculosis and hepatitis in Niamey, Niger.
• Support for the management of STIs and violence against women in the Panzi hospital in the DRC.
• Mother-child health and emergencies at the university hospital centers of Lomé and Kara in Togo.
• Intensive care at the Douala hospital in Cameroon.
• Management of sickle-cell anemia at the CHU in Brazzaville, Congo.
• Genetic exchanges between the Cocody hospital in Côte d'Ivoire and the Robert Debré hospital.
- The French Development Agency and the French Hospital Federation also launch every three years a call for projects. Projects on maternal and child health and specific geographical areas (West Africa and Maghreb) are currently targeted.
AP-HP has received funding for 6 projects in this framework, in order to work with:
• The Regional Hospital Center of Atakpamé, Togo.
• The National Hospital Center in Nouakchott, Mauritania.
• Yangon Children Hospital, Burma.
• The Mandalay General Hospital in Burma.
• Private hospital in Tokombéré, Cameroon.
• The university hospital of Mirebalais (HUM), Haiti.
- Expertise France, a new state agency responsible for mobilizing public expertise responds to public orders, including from the Ministry of Health, and uses AP-HP expertise, particularly for an anti-smoking project in Burkina Faso (with the Antoine Béclère hospital), MUSKOKA mother-child projects in Chad (with Lariboisière and Cochin hospitals), and an HIV project in Nepal (with the Saint Louis hospital).
Finally, long-term institutional partnerships may lead to the signing of framework agreements.
